Record production units' inoperable periods to reflect actual operating hours on the Production Unit Downtime form. Shut down segments of process streams (production units) instead of shutting down an entire process stream when documenting a production unit's downtime. An example of downtime would be when lines are purged and no emissions are coming from the production unit. These inoperable periods are deducted from emission calculations. For instance, if a production unit's start date occurred after the reporting date range or its end date occurred before the reporting date range, then that production unit's emissions will not be included in the calculation.
When a production unit's inoperable start or end date falls within the reporting date range, then the FEMS emissions calculator must make sure that emissions are not calculated before its operable period or after its inoperable period. For example, if the start date was July1, 2004, emissions would only be totaled for the second half of the year, and the operating hours would be adjusted. Before the software totals emissions for a specified period, it subtracts the downtime from the total operating hours.
Note:
The operating hours/percentage-related fields on the Production Schedule form are not used
for FEMS emissions calculations.
